Time instant- 7:37- here, why are we restoring to a different availability zone/region and why not to different DC in the same zone?

I think you're mixing up the terms a bit. An Availability Zone (AZ) is synonymous to a DataCenter (DC). A set of AZs (or DCs) together form a part of a Region. So as a part of Disaster Recovery strategy, one can choose to replicate data locally (i.e. to another AZ/DC within the same Region) or globally (i.e. across Regions).
