It is not unusual for an AWS customer to have more than one VPC. Multiple VPCs may be used for a variety of reasons, including the use of one as a management VPC. When VPCs are peered, they can access each other's instances as if they are on the same local network. The route tables and security group rules must be updated to allow this communication to flow.
